A UNIFORM PROCEDURE FOR A ROBUST JOURNAL RANKING

Ronit Nirel and Hagit Glickman

September 1999

ABSTRACT

In recent years the ranking of scientific journals has become an important tool in the evaluation of academic quality, influence and productivity. In particular, citation-based measures are increasingly used, as computerized databases get more accessible.

This study concerns development of a nearly-automated procedure for journal ranking, based on the Journal Citation Reports (JCR) database and on expert opinion.

The proposed algorithm extracts a subset of the journals of interest, computes several impact and influence measures and combines the measures to a citation score. The procedure also verifies the theoretical conditions required for existence and uniqueness of the influence measures. A final score combines the citation score and expert scores.

Four case studies illustrate the interrelationships between different citation measures and their agreement with expert opinion.
